Section 1: Overview of the Project Idea

Project Name: Value-Added Clusters for Agricultural Products in Sudan

Geographical Coverage: Major agricultural areas in Sudan

Project Sector: Agricultural and Food Industries

Project Duration (in months): 36 months

Beneficiaries:

  • Direct Beneficiaries: 500 young small business owners, local farmers
  • Indirect Beneficiaries: Local communities, consumers

Project Budget: USD 15 million

Section 2: Project Description

Rationale (Maximum 400 words)

Overview of the Existing Problem:
Sudan is endowed with rich agricultural resources; however, the lack of infrastructure for agricultural processing results in the loss of significant added value that could enhance the local economy. Many farmers rely on selling raw products at low prices without capitalizing on opportunities to transform these products into high-value goods.

Affected Groups and Barriers:
Small-scale farmers and youth aspiring to establish small businesses in agricultural processing face difficulties accessing larger markets due to limited resources and capabilities. Additionally, they lack technical and marketing support to transform their products into economically valuable goods.

Alignment with National Priorities and Policies:
This project aligns with national goals to strengthen the agricultural and manufacturing industries, increase youth employment opportunities, and achieve sustainable development by enhancing agricultural value chains.

Program Significance:
By establishing small industrial clusters that support small businesses in agriculture and food industries, the project fosters an enabling environment for these industries to develop, improves farmers' productivity, and enhances the quality of local agricultural products.

Target Beneficiary Groups (Maximum 250 words)

Direct Beneficiaries:

  • Sudanese Youth (50% of total beneficiaries):
The project aims to support approximately 500 young entrepreneurs in establishing and managing small businesses, such as oil pressing, tahini production, feed manufacturing, and juice production. These young individuals will receive training, technical support, and marketing assistance from the cluster management.

  • Farmers (50% of total beneficiaries):
Local farmers will benefit from selling their raw products (e.g., sesame, peanuts, cotton) to these small factories at better prices, improving their income and contributing to sustainable agricultural production.

Indirect Beneficiaries:

  • Local Communities:
Surrounding communities will benefit from improved agricultural infrastructure and the availability of new jobs, enhancing their overall quality of life.

  • Consumers:
Consumers will enjoy access to high-quality, locally produced food products at competitive prices in the market.

Proposed Project Methodology (Maximum 400 words)

Establishing Industrial Clusters:
The project will establish industrial clusters in major agricultural areas, comprising a group of small factories managed by young entrepreneurs. These factories will specialize in producing a variety of products, such as oils, tahini, juices, feed, bakery goods, and packaging. The cluster management will purchase products from the small factories, aggregate them, and market them centrally, adding greater economic value.

Technology and Innovation:
Modern technologies will be employed in manufacturing and packaging to ensure production quality and operational efficiency. Cluster management will provide necessary training for small factory workers on utilizing these technologies to achieve high-quality standards.

Training and Skill Development:
Comprehensive training programs will be offered to young workers in small factories to ensure their effective project management. Training will cover technical and administrative aspects and include personal and leadership skill development.

Strategic Partnerships:
The project will collaborate with governmental and private entities to secure financial and technical support. Additionally, partnerships with research and academic institutions will focus on developing new technologies and improving production efficiency.

Risk Management (Maximum 250 words)

Potential Risks:

  • Lack of Funding:
Securing sufficient funding for all small clusters may be challenging.

    • Mitigation: Partnering with international and local investors and obtaining financing from banks and funding institutions will address this risk.
  • Technical Challenges:
Workers in small factories may face difficulties adopting modern technologies.

    • Mitigation: Continuous training programs will equip workers with the necessary knowledge and skills.
  • Marketing Challenges:
Marketing small-scale products on a broader scale might be challenging.

    • Mitigation: Centralized marketing channels managed by cluster administration will support young entrepreneurs in this regard.

Potential Partners

  • Sudanese Government and Relevant Ministries:
Collaboration with the Ministry of Agriculture and Ministry of Industry will ensure alignment with national policies and support youth initiatives.

  • Agricultural Technology Companies:
Providing technical support and equipment necessary for efficient factory operations.

  • Banks and Financial Institutions:
Offering affordable financing to small businesses within the clusters.

Additional Explanations (Maximum 250 words)

Sustainability Enhancement:
Environmentally friendly practices will be adopted in all stages of production and packaging to minimize the environmental footprint of industrial clusters. This commitment supports Sudan’s sustainable development goals.

Community Engagement:
Workshops and awareness campaigns will introduce local communities to the importance of industrial clusters and their role in supporting the national economy and improving living standards. These efforts will foster community acceptance and support for the project.

Training and Capacity Building:
The project will focus on building administrative and technical capacities for young workers in small factories through intensive training programs. This approach will empower them to efficiently manage their businesses and achieve sustainability and growth in the long term.
